It seems like Icall is adopting an approach different from other internet phone providers. Icall is giving free incoming numbers to people. The users are assigned an extension number. There are various Icall local access numbers and to call an Icall user, the caller has to dial the closest local access number followed by the extension number. So the caller can call the Icall user at local call rates irrespective of which part of the world he is in.
Icall provides free PC to PC calls and free calls to regular phones in Canada and US. At present Icall has local access numbers in 175 are codes.
