HeyU does not have its own website but one can get their email address from Mathaba.net which is a UK based website. It hails itself as an Asian group. On the other hand etisalat is harping on the fact that Skype is not permitted and has termed this activity as illegal.
Three options are being offered by HeyU. The first option is meant for non Skype users. This service costs $25 and one could download Skype through a non blocked download link.
The second option is available for $38 and one is sent to a secure website which can be accessed for a period of three months. You can access Skype and other blocked site through this website. What else you could also purchase SkypeOut credit for making calls on landline.
Finally the third option is a combination of both first and second option and along with it you get a twenty Euro SkypeOut voucher. Get to know more about this service at http://www.mathaba.net/wiki/Skype_UAE.
Looks like a good solution for Skype lovers. Even though it might be termed as illegal but it seems to be a great way to get connected and bypass government regulations.

Won't work where Skype is already blocked, but VPN will...There are too many expats traveling to block this method. when one gets it out of country, he returns and his buddy signs up and gets software by email. TRA and Etisalat are still pretty much essentially incompetent technically and unable to stop new technology.
