The promotion offer is available to Skype users in Canada and U.S. and this move is being seen as a way to improve the usage of Skype in the North American market where it seems to have been left behind.
This move has come at a time when its competitors like AOL and Yahoo are coming up with more call features in their IM clients. With Vonage already seeming to be in doldrums with its IPO, this move is certainly going to add to its woes. Certainly Skype has come up with an excellent method of sending jitters down the spine of its competitors and it seems this is the beginning of price war in the VoIP world. If this plan shapes up well it is going to add a number of customers to Skype's kitty.
With Skype it seems sky is the limit.

To me, Skype is already running to its ends especially after been sold to eBay. There's no way it can compete with telecom players and other VoIP standards like SIP which all major vendors are supporting.
Skype is only for those wanting cheap or free stuffs who are unwilling to pay for anything!
