Let me tell you how this service works - In order to avail this service both the parties need to have the latest version of Skype and the Skype Prime call provider can send a payment request. Though initially the call is free but one can switch to paid calling. Appropriate deduction is then made from your Skype Credit and this amount is credited to the account of the receiver. The amount is transferred to the receiver via PayPal later on.
Though these types of premium services have existed earlier too but they had been limited to few countries. For Skype Prime the whole world is one and this service can be used by anybody across the globe and one can even enjoy video calls which was not possible in case of traditional phones. For accessing this feature you will be requiring Skype 3.1.0.134 beta for Windows.
It's being said that this feature is aimed at professionals whom one can call and avail their services but I think that it would also give encouragement to the concept of phone sex for sure.
