
Pat Phelan, a cook-cum-Telecom Titan based in Ireland raises an interesting idea: let's make a VoIP application for phones most people can afford.
He does have a point. Most mobile VoIP applications, such as Gizmo Project, Truphone, Fring, and many others all run on higher-end nokia mobile phones. While even rich people like to make cheaper calls, where these applications can really make a difference are on the cheap phones. You know, the cheap sub-$100 phones most people carry.
Most cheap phones do not have the capabilities necessary to do VoIP on the handset, unfortunately. Or if they do, it would be over a network completely controlled by a telecom operator. Almost all telecom operators out there are scared of VoIP or any phone that enables it because they are afraid it will cut into their usurious profits. They wouldn't allow you to use VoIP. In fact, if they could legally get away with preventing you from connecting to services that bypass their toll booths, such as Pat Phelan's Yak4Ever, they would.

Then check out Mobivox. Works from any phone handset, not only to reach Skype contacts, but also any PSTN phone number.
I’ve checked out Mobivox, was not impressed at the time I did. Forgot about them, which is probably why I didn’t mention them here.
My big concern with Mobivox is because it’s using Skype to do the PSTN termination, you are going to suffer degraded voice quality as your voice will suffer multiple encodings (GSM or CDMA, and then to G.729).
