How can they act as a road block? All that's required is for a mobile phone manufacturer to create an unlocked GSM cell phone with WiFi and VoIP capability. Then I can buy the phone and get my cell phone contract (or "pay as you go") separately.

The reason the mobile carriers can act as a road block is because they can charge exuberant fees if you don't have an unlimited amount of data plan. Even if you do the mobile carriers have to permit you to use Skype as a program on your phone; do you remember recently how apple pulled the kill switch on an application? Or they could do as Verizon has and reject the ability to go to their website for support, downloads, etc.. - Verizon did this with bittorrent programs just until late. With Skype using broadband for making calls, PC to PC calls are free, calls to landlines too are quite cheap.
