With Skype using broadband for making calls, PC to PC calls are free, calls to landlines too are quite cheap but when it comes to mobile phones, the picture doesn't seem rosy. The blame is being squarely put on telecom network operators which do not offer any attractive flat free wireless broadband package for enjoying VoIP calls and most of them levy a significant amount of charges per MB download sent to a cell phone. Besides this a number of telecom networks still do not permit Skype.
With cell phones in the reach of almost everybody and having become a basic necessity it would be really good if VoIP flourished on it but telecom network operators are not fool enough that they would step on the axe themselves. It seems that Skype's journey in the mobile world would be pretty tough and long.

How can they act as a road block? All that's required is for a mobile phone manufacturer to create an unlocked GSM cell phone with WiFi and VoIP capability. Then I can buy the phone and get my cell phone contract (or "pay as you go") separately.

The reason the mobile carriers can act as a road block is because they can charge exuberant fees if you don't have an unlimited amount of data plan. Even if you do the mobile carriers have to permit you to use Skype as a program on your phone; do you remember recently how apple pulled the kill switch on an application? Or they could do as Verizon has and reject the ability to go to their website for support, downloads, etc.. - Verizon did this with bittorrent programs just until late.
